Reply of RA Ministry for Energy Infrastructures and Natural Resources to EcoLur's Proposals on Radioactive Wastes and Spent Nuclear Fuel

RA Ministry for Energy Infrastructures and Natural Resources assures EcoLur in its reply letter that the procedures of modernization, construction, and operation of the warehouses designed for radioactive wastes and spent nuclear fuel, the procedure for radioactive waste recycling safety, the procedure for public notification and participation in the actions plan are available in the legislation. According to the ministry, they have been developed by the ANRA.

Reminder: 'EcoLur' Informational NGO has sent an opinion to RA Ministry for Energy Infrastructures and Natural Resources about the draft resolution 'On Approving Action Plan and Schedule for 2018-2026 of Implementing Provisions of Strategy of Radioactive Waste and Spent Nuclear Fuel Safe Management in RA' and submitted proposals. Particularly, it has been suggested to include the procedures of modernization, construction, and operation of the warehouses designed for radioactive wastes and spent nuclear fuel, the procedure for radioactive waste recycling safety, the procedure for public notification and participation in the drafting of the legal acts. In reply, RA Ministry for Energy Infrastructures and Natural Resources assured in its reply letter, 'The involvement of public as set in the Armenian legislation is a priority for us in case of any activities impacting the environment and population. At the same time, we would like to inform that the proposed legal acts are already available in the Armenian legislation. The above-mentioned legal acts have been developed by the ANRA (Armenian Nuclear Regulatory Authority), which is body carrying out regulatory control in this sector.'

It should be mentioned the website of the ANRA, 'Legislation' section has 12 governmental resolutions on radioactive wastes, which refer to the selection, design, construction and operation of warehouses and burial sites of radioactive wastes, the procedure of issuing licenses for the storage, process, import and export of radioactive wastes.

In 2018 the ANRA plans to submit to the Staff of RA Government the draft governmental resolution 'On Establishing Rules of Radioactive Waste Management and Recognizing Governmental Resolution 631-N dated on 4 June 2009 Annuled', the adoption of which (3rd ten days of November 2018) will introduce the internationally acceptable requirements on safety regulating the relations on safe management of radioactive wastes in Armenia, including the provisions of the European Union directives.
