14 Metallic Mining Companies Have No Contractual Obligations for Social-Economic Development of Impacted Communities

14 out of 28 organizations licensed to operate metal mines in Armenia have no contractual commitments to the impacted communities in the area of ​​socio-economic development. These obligations are not stipulated in the soil management agreements signed between the companies and RA Ministry of Energy and Natural Resources. The undertaking of such commitments by soil managers is obligatory in accordance with paragraph 9, paragraph 3 of Article 54 of Subsoil Code, which regulates the size and the term of the obligations undertaken by the soil managers in the socio-economic development of the impacted community.

EcoLur’s studies have shown that the following companies have no obligations under the soil management agreement in the area of ​​socio-economic development of the impacted communities:

1. Zangezur Copper and Molybdenum Combine CJSC, Kajaran Copper-Molybdenum Mine, Soil Management Contract: N PA-233. The contract was signed with the Minister of Energy and Natural Resources of the Republic of Armenia Armen Movsisyan on November 27, 2012. The contract was amended on December 29, 2016.
2. Teghout CJSC, Copper and Molybdenum Mine Lori Region, Soil Management Contract: N PA-376. The contract was signed with RA Minister of Energy and Natural Resources Armen Movsisyan on 20.02.2013. The amendment to the contract was made on 15.12.2015.
3. Akhtala Ore Dressing Plant CJSC, Shamlugh Copper Mine, Soil Management Contract: N PV-103. The contract was signed with RA Minister of Energy and Natural Resources Armen Movsisyan on 20.10.2013. The amendment to the contract was made on 03.06.2015.
4. Kapan Ore Processing Plant CJSC, Shahumyan Gold-polymetallic mine in Syunik Region, soil management contract N PA-183. The contract was signed with RA Minister of Energy and Natural Resources Armen Movsisyan on 27.11.2015. The amendment to the contract was made on 23.08.2016.
5. Multi Group Concern LLC, Meghart Gold Mine in Lori Region, Soil Management  Contract: N PA -213. The contract was signed with RA Minister of Energy and Natural Resources Armen Movsisyan on 20.10.2012. The amendment to the contract was made on 24.12.2015.
6. Lichqvaz CJSC, Lichqvaz Tea Gold Mine in Syunik Region, Soil Management Contract: N PA-293. The contract was signed with RA Minister of Energy and Natural Resources Armen Movsisyan on 22.11.2012. The amendment to the contract was made on 16.02.2015.
7. Ler Ex CJSC, Hanqasar Copper and Molybdenum Mine in Syunik Region, Soil Management Contract N N -094. The contract was signed with RA Minister of Energy and Natural Resources Armen Movsisyan on 16.08.2012. The amendment to the contract was made on 12.06.2015.
8. Meghradzor Gold LLC, Meghradzor Gold Mine in Kotayk Region, Soil Management Contract: N PA657. The contract was signed with RA Minister of Energy and Natural Resources Armen Movsisyan on 22.08.2012. The amendment to the contract was made on 24.12.2015.
9. Mego Gold LLC, Tukhmanuk Gold Mine, Aragatsotn Region, Soil Management Contract N 65657. The contract was signed with RA Minister of Energy and Natural Resources Armen Movsisyan on 28.12.2012. The amendment to the contract was made on 24.08.2015.
10. Active Mining LLC, Aygedzor Copper and Molybdenum Mine in Syunik Region, Soil Management Contract: N PA-425. The contract was signed with RA Minister of Energy and Natural Resources Armen Movsisyan on 28.12.2012. The amendment to thecontract was made on 16.04.2015.
11. Marjan Mining Company LLC, Marjan gold-polymetallic mine in Syunik Region, soil management contract N PA-398. The contract was signed with RA Minister of Energy and Natural Resources Armen Movsisyan on 07.03.2013. The amendment to the contract was made on 07.09.2016.
12. Vardani Zartonq LLC, Sophie-Bina gold-polymetallic mine in Vayots Dzor Region, soil management contract N PA-234. The contract was signed with RA Minister of Energy and Natural Resources Armen Movsisyan on 27.09.2012. The amendment to the contract was made on 06.03.2015.
13. Fortune Resources LLC, Hrazdan Iron Mine in Kotayk Region, Soil Management Contract: N PA-169. The contract was signed with RA Minister of Energy and Natural Resources Armen Movsisyan on 20.10.2012. The amendment to the contract was made on 12.12.2015.
14. Paramount Gold Mining LLC, "Lusadzor" section of Meghradzor Gold Mine in Kotayk Region, Soil Management Contract N 089. The contract was signed with RA Minister of Energy and Natural Resources Armen Movsisyan on 12.06.2012. The amendment to the contract was made on 24.12.2015.

Zangezur Copper and Molybdenum Combine CJSC, Akhtala Ore Processing Plant CJSC and Chaarat Kapan CJSC (formerly Kapan Ore Processing Plant CJSC) demonstrate financial and other types of support to impacted communities for their socio-economic development on the principle of “volunteering”.
