RA Minister of Energy: Teghout Tailing Dump Not Given Correct Technical Conclusion

An ad hoc committee has been established, which is examining the situation having emerged as a result of the cessation of Teghout copper and molybdenum mining. An arrangement has been reached with the VTB Bank, so as the bank together with the government jointly carry out an examination on the organization of the further mining, as RA Minister for Energy Infrastructures and Natural Resources Arthur Grigoryan said. He noted that the cause of the cessation of Teghout copper and molybdenum mining is its tailing dump, “The problem here is mainly connected with the construction risks of the dam of the tailing dump. In the past, an incorrect technical opinion was issued and the risk, which currently exists, doesn’t enable us going towards an absolute working schedule. In order to be able to assess this risk correctly, the company developing Teghout mine has temporarily ceased its operation,” Arthur Grigoryan said.

It should be mentioned that “National Center for technical Safety” of RA MES carried out technical safety expert assessment of the tailing dump in the spring of 2017, which, mainly examining the documents on the tailing dump, issued a positive opinion on Teghout tailing dump on 26 May 2017.

Nevertheless, after several months “Vallex” Group Company announced about the cessation of the mining for non-fixed time period reasoning it with financial problems and the non-compliance of the tailing dump sustainability indicators to the highest criteria in the Armenian legislation and international standards. “Teghout” CJSC is stating that it will reinforce the dam of the tailing dump and it pay construct a dam in the area designed for the tailing dump.
