On Which Rivers Construction of SHPPs To Be Banned

The Government of Armenia will lay down a new list of rivers banned for the construction of SHPPs.

By the end of June 2020, the Staff of Prime Minister of the Republic of Armenia needs to be submitted "on Laying Down List of Rivers Overloaded with Over 40% of Derivation Pipes and List of Rivers Prohibited for Construction of Small Hydropower Plants For Being Spawning Spots of Red-listed Endemic or Area-specific Fish Species" draft law.

The Ministry of Environment, Territorial Administration and Infrastructure and the Ministry of Emergency Situations of the Republic of Armenia are responsible for submitting this project. And by the end of June 2021, the RA Prime Minister's Staff should be submitted a draft Government Decree "On Laying Down List of Rivers Prohibited for Construction of Small Hydropower Plants for Landscapes with Landslides". The development of the draft decisions is conditioned by the need to implement the laws on 2 amendments to RA Water Code in 2019.

EcoLur has made a proposal to limit the load on small HPPs by studying 125 small HPPs with the support of UNDP/GEF Small Grants Program in 2014-2018. EcoLur has proposed to limit the load on small HPPs by 30% to prevent the destruction of river ecosystems.

EcoLur studies have shown that 40% or more loads with small hydroelectric power plants have Yeghegis River, Karakaya Tributary to Yeghegis River, Aysas Tributary to Karakaya, Tandzut River, Dali River, Loradzor River. Arpa River Kanger tributary /38.625%/, Gosh River /37.37%/, Goght tributary to Azat River /36.87%/, Martz River /36.65%/ Aragiligur (Aragliget) River /36.44%/ are close to 40% threshold.

Studies have shown that as a result of SHPPs operations, the fisheries in the river have decreased, especially endangered and endemic red-listed fish species. Specifically, it is about the rivers Argitchi, Martuni, Vardenis, Daranak rivers flowing into Lake Sevan as well as the Arpa, Aghstev, Getik, Hakhum, Pambak, Akhuryan, Vorotan, Yeghegis rivers.

EcoLur has proposed to ban the construction of small hydropower plants in specially protected nature areas and in the catchment basin of nature monuments.
