Inga Zarafyan, President of 'EcoLur' Informational NGO, Coordinator of "Supporting new reforms in SHPP sector through CSO-government dialogue" project has applied to Armenian PM Nikol Pashinyan with a proposal to establish an SHPP multi-stakeholder council adjunct to the government. The letter addressed to the PM says,
'Respectable Mr. Prime Minister,
An SHPP multi-stakeholder council has been established in the frames of "Supporting new reforms in SHPP sector through CSO-government dialogue" project implemented with the support of UNDP/GEF. We are proposing to make this Council on Environmental Matters operating adjunct to Armenian Deputy PM to ensure the continuity of SHPP multi-stakeholder council activities and to use the potential of this council in the solution of the problems related to hydropower sector.
SHPP multi-stakeholder council consists of the representatives of SHPP-related state establishments and departments – RA National Assembly, RA Nature Protection Ministry, RA Ministry for energy Infrastructures and Natural Resources, RA Territorial Administration and Development, RA Ministry for Emergency States, RA Public Service Regulatory Committee, UNDP, the representatives of interested society – WWF Armenia, Yerevan Aarhus Center, 'Association for Sustainable Human Development' NGO, Institute of Hydroecology and Ichtyology of NAS RA, 'Khazer' Environmental and Cultural NGO, 'Reforms in Professional Education' NGO, 'EcoLur' Informational NGO, and the representatives of interested business sector – 'SHPP Association', 'Hydropower' LLC. In the frames of the project, the council held 4 meetings, where they discussed proposals aimed at reforms in SHPP sector. The participants of the council provided professional consultation and approved the bylaws on SHPP sector developed by the project expert team.
In this regard, we are sending the draft charter of SHPP multi-stakeholder council developed by the project expert team.
Attached we are sending a brief certificate on the draft governmental resolutions, amendments and supplements to RA laws, proposals developed in partnership with RA Nature Protection Ministry experts and independent experts in the frames of the project.'
