Marat Grigoryan: Water Must Be Free of Charge in Agriculture

“Providing villager with paid irrigation water can have essential corruption risks, which emerge not only from charges gees, but wasting the funds of the state budget, which the government provides as a subsidy to pay off debts accumulated for water,” said YSU Geography and Geology Dean Marat Grigoryan at the workshop entitled “Improvement of Environmental Policy and Developing Green Policy in Mineral and Water Resource Exploitation” held on 12 December. “We have proposed to the government to provide water to the villagers free of charge and to increase land fees in parallel. In this case, community budget will increase and the subsidy which is provided by the state for community development, will not be paid to the community. Instead, the community will get it from land fees,” Marat Grigoryan said.

According to him, today WUCs manage agriculture and decide whether or not it will develop. Marat Grigoryan considered it to be impermissible and noted that a community head must be responsible for the implementation and development of agriculture.
