Astghadzor Villagers Didn't Take Part in Water Distribution Process and We're Left Without Water

There is a conflict arising between Astghadzor and Zolaqar villages in Gegharkounik region, Armenia, because of water redistribution, which has been carried out in the frames of 'Infrastructure and Rural Finance Support Programme' funded by IFAD, when Zolaqar community has been issued water usage permit № 000078 dated on 15.04.2016 for water intake of 23.1 l/s from 4 natural springs. As substantiation for water usage permit, Zolaqar has presented the results of the water quality control of the drinking water provided to the population regularly carried out by RA Health Ministry.

As before on 19.05.2015, taking into consideration these documents and the application received from RA Gegharkounik Regional Municipality "Rural Areas Economic Development Programme Implementation Unit" of The Government Staff Of The Republic of Armenia ("RAED PIU" GS of RA) included Zolaqar community in Infrastructure and Rural Finance Support Programme' and carried out relevant works. During whole this process the name of Astghadzor Village hasn't been mentioned, although till the water distribution Astghadzor and Zolaqar distributed water between each other – 5 days to Zolaqar and 2 days to Astghadzor. As a result of this program, the watercourse of Astghadzor river significantly reduced and Astghadzor has to use the water of deep wells for drinking and irrigation purposes, which is not sufficient for community needs and essentially is inferior to the water quality they used to have.

Astghadzor residents claim their right to have water, participation in the decision-making process and being aware have been violated and demand to restore the previous water distribution.
