On 6 July at its extraordinary meeting, RA National Assembly adopted the bill on additional water outlets out of Lake Sevan with a volume of 100 million cum to the existing 170 million cum. 74 MPs from ‘Republican Party of Armenia’, ‘Tsarukyan’, ‘Armenian Revolutionary Federation’ voted for the bill, while 4 MPs from ‘Yelq’ Faction – Nikol Pashinyan, Artak Zeynalyan, Lena Nazaryan and Sasun Mikayelyan voted against the bill.
The main presenter, Arsen Harutyunyan – Chairman of the State Committee on Water Industry, said before the voting that the bill and the temporary program attached to the bill were amended and supplemented. 'The main observation to the bill was whether the additional water intake referred only to 2017, or it had continuous nature for other years as well. The text of the article has been corrected and outlined that it refers to 2017 only. The temporary program has been amended in terms of the estimates of the level of Lake Sevan taking into consideration the specification of Baltic Sea level,' Arsen Harutyunyan reported.
The Economic Department of Staff of RA National Assembly had proposed to amend Article 4 of the bill, which says, 'This law enters into force on the next day after publication and is valid till the exhaustion of extrabudgetary means (if nothing else is envisaged by the budget).'
The opinion of the Economic Department says, 'a) by this law it has been proposed to reserve a right to the competent body in regard to more outlet out of Lake Sevan, so the validity term of this right can be connected with the elimination of the core reason for water intake, and not with the exhaustion of extrabudgetary means formed as a result of the realization of additional electricity produced due to letting out additional water (in this regard, we propose to define fixed term of law validity and not relate it to the use of extrabudgetary means), b) after the adoption of this bill it can't exist separately and after incorporation it will an integral part of the main law text, so 'This law...is valid till the exhaustion of extrabudgetary means' in Article 4 of the bill will refer not to the proposed amendment, but the main law (in this regard, we propose to add a new passage at the end of this article to clearly define the term of the proposed amendments and validity term of Appendix 5).' This proposal hasn't been accepted.
