“To sell such a unique structure, as Vorotan HPP complex means to give an economic titbit to others”: this is the way how economist Vahagn Khachatryan explained the sale of Vorotan HPP Complex at the press conference held at EcoLur Press Club on 13 March.
“We have lost a very unique engineering structure, the aim of which was to produce electricity and to play the role of a regulator in the hydropower system of Armenia, it was able to replace the nuclear power plant, if we had any problem with the nuclear power plant, the Vorotan HPP could operate at full capacity,” Vahagn Khachatryan said.
One of the painful sides of the agreement is that the Armenian citizens will have to pay more for the electricity, in recent years we experienced increase in electricity price.”
When speaking about the lawfulness of the transaction Vahagn Khachatryan mentioned, “Names of two American companies are outlined…I wonder who is the company registered here buying the complex, as it’s the intermediary of one of the American companies.” Under Vahagn Khachatryan, the buying company is a new one and wasn’t registered as a company one month ago.
And where is the money made from the sale of the complex, 180 million USD? “The agreement says it is transferred to the seller. Who is the seller here? The Government, “Vorotan HPP Comples” or Energy and Natural Resources Ministry? This question still remains unanswered. It’s clear that the funds should have been directed to the budget, but it didn’t,” the economist said.
