For the purpose of reducing soil management waste volumes and their probable hazards, RA Nature Protection Ministry has developed and submitted for the approval of the Armenian Government the criteria and measures for the introduction of best technologies, where 13 criteria and 9 measures have been developed.

The criteria haven't been confirmed by RA Ministry for Energy Infrastructures and Natural Resources (MEINR) and RA Ministry for Economic Development and Investments (RA MEDI).
The RA MEINR proposed, 'To edit the project and to set criteria for soil management waste control, while in cases set by RA Code on Subsoil in line with Article 60.1 (2&3) as tot the best technologies used for the implementation of measures in soil management waste processing plans.' The RA MEDI mentioned that the criteria have a general nature, objectives or principles, but some criteria can give place for different comments thus generating problems for business entities. The proposed criteria shall be clear and measurable, which will ensure the outcome expected by the state in terms of environment.' RA MEDI also proposed to omit the measures aimed at the introduction of best technologies, as it doesn't comply with the project content with the following explanations, 'In line with the international practice, best technologies or environmentally-friendly business operation doesn't suppose certain technology for waste processing or neutralization, but it supposes approaches, methods, and criteria, which can help to reach the reduction of harmful impact on human health and environment.'
