It's planned to operate 'Loriberd' HPP with 66 MW capacity and 'Shnogh' HPP with 75 MW capacity in 2023. 'Loriberd' HPP will be constructed on the Dzoraget River, while Shnogh will be constructed on the Debed River. The construction of HPPs is planned to be carried out with the attraction of private funds. It's planned to attract investors together with the Iranian party to construct 'Meghri' HPP with around 130 MW capacity on the Araks River, as the 'Armenia’s hydropower engineering development' concept paper says adopted by the Armenian Government on 29 December 2016. The concept paper shall turn into a new impetus for the attraction of investments, as list of measures ensuring the implementation of 'Armenia’s hydropower engineering development' concept paper is planned to be adopted within upcoming 6 months, which will specify the measures to make investments more favourable.

According to this document, the potential hydroresources of Armenia are assessed around 21.8 billion kph equivalent to annual production of electricity. This hydropower potential can be implemented constructing 'Loriberd', 'Shnogh', 'Meghri' HPPs using existing large complexes such as Sevan-Hrazdan and Vorotan HPP and aquireing the potential of small HPPs making them around 220.
