Artsvik Minasyan: We Should Guide with Biodiversity Principles in SHHP Operation

This year RA Nature Protection Ministry has developed the draft resolution 'On Approving Criteria for Assessment of SHPP Construction and Development Impact on Environment', which proposed to ban the construction of SHPPs on a number of rivers, but later this sanction was lifted.

In reply to EcoLur's question what the cause was, RA Nature Protection Minister Arstvik Minasyan said, 'In the construction and operation of SHPPs we should guide with the approaches of biodiversity in terms of environmental impact and not just say SHPPs can or can't be constructed in this or that river. You can't construct an SHPP in any river if these or those criteria are not complied with.'

In reply to the question whether the river overload with SHPPs is not taken into consideration, the Minister said, 'The overload, as a methodology, is a subject topic of serious discussion. Even when I was asking questions to the specialists, they couldn't also say whether the physical restriction of 60% or 70% of the river was sufficient. At this moment, the biological assessment is a principle for us, afterward, we will reach the exact definition of the environmental flow.'
