Armenian Prosecutor’s Office Detected Facts on Numerous Soil Managers Not Performing Commitments to Invest around 270 Million AMD into Communities

Department for Protection of State Interests of RA Prosecutor’s Office investigated the process of making investments by soil managers into socio-economic development of communities at RA Ministry for Energy Infrastructures and Natural Resources.

The investigation found out that in 2012-2017, 86 out of 417 soil managers had obligations to make investments in the communities in their soil management contracts. After the conclusion of these agreements, these entities were obliged to make investments of 280.5 million AMD (not including the investments made in-kind) from the moment of signing agreements with the communities to the period of the investigation. The enquiries made by RA Prosecutor’s Office to communities and Regional municipalities showed that a total of around 10.7 million AMD had been made as investments at the moment of the investigation, which makes up 4% of the total amounts of the investments. In line with RA Law on Prosecutor’s Office, regional prosecutor’s offices sent warnings to business entities having not performed their obligations about the need to perform their obligations within reasonable time limits.

RA Prosecutor’s Office sent a letter to at RA Ministry for Energy Infrastructures and Natural Resources to present their position towards detected violations and to take measures to charge the recorded amount of around 270 million AMD.
