Today the 4th Public Hearing on Environmental Impact Assessment Report for Kapan Cement Grinding Plant №2 in Kapan Town, Syunik Marz, on September 24, 2019, will not be held. According to the official website of the Ministry of Environment, the examination process for this application has been stopped.

Ararat Cement CJSC is owned by Gagik Tsarukyan, Chairman of the Prosperous Armenia Party (PAP).

According to hetq.am, 10 non-governmental organizations in Kapan sent an open letter to Gagik Tsarukyan with their signatures, noting that the company had voluntarily built the workshop without proper permission to hold public hearings, which caused distrust and dissatisfaction with the company. Kapan residents boycotted public hearings several times because the site chosen was unacceptable, the environmental, socio-economic justifications presented in the EIA project were insufficient and unreliable.
