SHPP Multi-Interest Council Discussed Action Plan Aimed at Solution of SHPP-Related Environmental Problems

The SHPP Multi-Interest Council discussed the action plan aimed at the solution of the environmental problems arising from the concept paper of hydropower development in the Republic of Armenia and presented their proposals.

The action plan has been developed by the Expert Group of "Supporting new reforms in SHPP sector through CSO-government dialogue" project.

The action plan was submitted to RA Nature Protection Ministry and Ministry for energy Infrastructures and Natural Resources still in February 2017. In the course of time a part of the actions have been included in the legislative and sublegislative project, which are currently in the stage of discussions. The following proposals have been included in the action plan:

• Development of RA draft law 'On Making Amendments and Supplements to RA Law 'On Environmental Impact Assessment and Expertise',
• Development of RA draft law 'On Making Amendments and Supplements to RA Law 'On Specially Protected Areas of Nature,
• Development of RA draft law 'On Making Amendments and Supplements to RA Water Code, inclusion of the requirement on specification of the water usage permit and installation of water registration system for the water intake after SHPP,
• Development of the draft governmental resolution 'On Approving Form of SHPP Environmental Passports and Issuing Procedure',
• Making a supplement to the Governmental Resolution N 519-N dated on 7 March 2013,
• Development of the draft governmental resolution 'On establishing technical requirements to SHPP fish apssways and other fish-protecting structures, dams, stations, pipelines and other hydrotechnical structures',
• Development of the draft governmental resolution 'On Methodology of Determining River Load Extent',
• Modernization of water-measuring observation site equipment.

The material was developed in the frames of “Supporting new reforms in SHPP sector through CSO-government dialogue” supported by UNDP/GEF Small Grants Programme".
