On www.e-draft.am website the RA Nature Protection Ministry has put into circulation the draft protocol resolution of the Armenian Government “Zones and List of Rivers Banned for the Construction and Operation of Small Hydropowerplants”, the adoption of which will ban the construction of SHPPs on 22 rivers in Armenia. “Serious ecological and socio-economic problems have arisen during the construction and operation of small hydropowerplants, which have made this sector risky and require urgent solution,” the rationale of the draft resolution says.
The draft resolution envisages banning the construction of SHPPs on Gavaraget, Tsakqar, Litchq, Karchaghbyur (Maqenis), Masrik, Vardenis, Argitchi, Martuni, Dzknaget, Hrazdan, Aghstev, Akhuryan, Vorotan, Arpa, Dzoraget, Yeghegis, Azat, Marz, Gosh, Meghriget, Kaputjugh and Qajarants Tributaries to the Voghji River.
The ban on the further construction and operation of SHPPs on these rivers is conditioned with the fact that these rivers contain red-listed and endemic fish species and marine plants, which are the spawning sites of endemic fish species and rivers, where the overload with derivation pipelines is over 40%.
The basis of this draft resolution was the calculation on river overload with SHPPs carried out in the frames of the project "Support to SHPP-relating reforms through the dialogue of public and RA Nature Protection Ministry for Sustainable Use of River Ecosystems” supported by UNDP/GEF and implemented by EcoLur in 2014-2016. The draft resolution also sets the zones banned for the construction and operation of SHPPs:
• Zones of specifically protected areas of nature,
• Areas adjacent to monuments of nature in a diameter of 150 meters.
• Sanitary preservation zones of hydroecosystems,
• Areas of river flow formation,
• Landslide areas,
• Forest areas, which can be felled down for the construction of the area and nearby roads.
According to the data provided by the Public Service Regulatory Committee, there are 181 SHPPs operating in Armenia, over half of which has been constructed on 67 rivers and tributaries of Armenia.
