RA Nature Protection Ministry Was The First to Respond to SOS Garni Initiative's Letter

RA Nature Protection Ministry was the first to respond to SOS Garni Initiative's letter, which has been addressed to the Armenian Prime Minister. In their letter Garni residents are demanding, ''...to bring 'Qaghtsrashen Gravity Irrigation System' amended project to the legal field and to hold environmental impact assessment.' In its reply letter 5/07.1/51204 dated on 14 June 2017, RA Nature Protection Ministry says, 'In reply to your letter dated on 14 June 2017 we would like to advise that the amended version of 'Qaghtsrashen Gravity Irrigation System' project hasn't been submitted to RA Nature Protection Ministry for environmental impact assessment by State Committee on Water Industry of RA Ministry for Energy Infrastructures and Natural Resources.' In its turn, earlier the State Committee on Water Industry of RA Ministry for Energy Infrastructures and Natural Resources in its reply letter 03/13/971-17 dated on 14 April 2017 addressed to S.O.S Garni initiative member Arusyak Ayvazyan says that the amendments to Qaghtsrashen project cover not all the project, but only the first lot of the project, which partially refers to Garni Gorge under the main project. A question arises whether it's legal to make amendments to Qaghtsrashen project without any environmental impact expertise and to implement it taking into consideration that the Azat River borders Khosrov State Reserve.
