On January 14, 2020, Edgar Pirumyan, Acting Head of Water Resources Management Agency of Ministry of Environment, and Sevak Matilyan, Head of Water Use Permits Division, refused to answer EcoLur Information NGO representative's inquiries during the discussion of the water use permit projects developed by the agency.
EcoLur representative journalist Kristina Ter-Matevosyan participated in the discussions on new water use permits for the construction of small hydroelectric power plants on the Aghstev river and discussions on reducing the volume of water intake for "Chanakhchi-2" SHPP, according to a statement posted on the website of Environment Ministry.
It should be mentioned that the spokesman for the ministry David Grigoryan did not participate in the discussions. Whereas the Government of the Republic of Armenia Order N 1446 N dated on October 10, 2018, on the procedure for organizing and holding public debates says:
-Public discussions are based on the principles of publicity, accessibility, transparency and public accountability.
- Any natural or legal person can participate in public discussions.
Thus, EcoLur views the failure to answer questions during the discussion as a violation of the public representative's right to participate in the public discussion.
