Simon Papyan: "I See Energy Efficiency as Most Important Development Way for Armenia"

The energy efficiency is best solution for Armenia’s energy security in the same time will have positive impact on climate change mitigation: as First Deputy Minister of Nature Protection Simon Papyan said at round table, entitled “Discussing Ways to Reduce Greenhouse Gas Emissions under Light of Energy Safety” held at EcoLur Press Club. Here is the Deputy Minister’s speech, who particularly said, “The United Nations Climate Change Conference will be held in Paris at the end of 2015, where the adoption of a new agreement will be discussed regarding the limitation of greenhouse gas emissions. Starting from 2020 not only developed, but also developing countries shall undertake commitment to reduce greenhouse gas emissions. Today I want to focus on two points - development and transfer of technologies and second - financial support. The main issues put forward are seeking ways to mitigate climate change trends and its negative impacts on the environment, and seeking ways to adapt to the unavoidable changes. We shall develop a national action plan for climate change mitigation and national adaptation action plan. We have already made appropriate amendments to the resolution of the Government on development of INDC in near future, which will include both climate change mitigation and adaptation components. We have already started preparatory works on the development of INDC and the International organizations are supporting us. We shall join our efforts to develop balanced INDC government, local administrative bodies and particularly involving the private sector. I do not think we will succeed without the private sector, while the participation of NGOs is very important, as they play a very serious role in awareness raising.

In the frames of the European Union Covenant of Mayors initiative, 10 Armenian towns have already undertaken a commitment to reduce greenhouse gases by 20% by 2020. We realized that 8 out of 10 towns need both methodological and financial support, to develop proper low carbon development programs. It will help in selecting areas, where it will be possible to reduce greenhouse gas emissions and we should help them in this regard. In my opinion, at national level I see important for national development the proper importance given to energy efficiency, as we can develop alternative energy sources, develop own generation resources, but energy efficiency obviously shall be a priority. We experience serious problems in improving the buildings and utility service, which will be significant for achieving the energy efficiency.
