Amulsar Mine Problems Perceived as Pan-National Problem: Human Rights Defender

The issue of construction and operation of Amulsar mine is perceived as a pan-national issue. It is very important that the Government continues to raise awareness not only among the affected community, but also among the entire population” This is what is stated in the 2019 annual report on the activities of RA Human Rights Defender, the state of protection of human rights and freedoms.

Both in 2018 and 2019, the Human Rights Defender recorded: "There is a systemic problem."

In its annual report, the Human Rights Defender notes that complaints have been received from residents of the surrounding settlements and from Lydian Armenia CJSC and its employees regarding the Amulsar gold mine development project. The Human Rights Defender quotes environmentalists and experts as saying that the operation of the Amulsar mine threatens to pose a serious environmental threat, and that the state expertise conclusion was given without impact assessment.

The Human Rights Defenders cites the research carried out by CEE Bankwatch International Network related to assessing the social impacts of the preparatory and development phases at Lydian International’s Amulsar mine in Armenia through surveys of neighbouring communities, as well as mining impact on biodiversity.

The Human Rights Defender quotes the 2019 report of the UN Special Rapporteur on Peaceful Assemblies and Freedom of Association. According to the Special Rapporteur, the first step the government needs to take to rectify the situation is to hold consultations.

Thus, studying the problem of the Amulsar gold mine development program, in the annual report both for 2018 and for 2019, the Human Rights Defender stated: "There is a systemic problem. On the one hand, it is necessary to take into account the rights of the residents of the neighboring communities, to carry out an independent and comprehensive assessment of the situation, and on the other hand, it is necessary to take measures to reveal violations of employees’ rights.”
